The new documentation on Reports is a good stretch of work away from where they are currently.

Database model and service will need to be updated
api routes will need to be updated

kinda vibeslopped this one; I had the documentation well put together and a side-by-side example of another feature so I let it just build off the docs. We'll see, but I need to build manual testing to sharpen everything anyway so I just checked it in.
